The new seminar initiative aims to share expertise and good practice on migration and development management with stakeholder groups in Canada (including government, development practitioners, Diasporas and civil society) through a series of dynamic seminars.

Challenges in education: the cases of Bolivia and Peru

The conference will include three presentations around the following themes:
- Teacher-related policies: the need to produce evidence for policy purposes, presented by Cesar Guadalupe, Senior Program Specialist, UNESCO-UIS.
- Challenges in education under the new decentralization scheme in Bolivia, presented by María Cristina Mejía, International Consultant, Former Education Minister of Bolivia.
- Improving the quality of education in Peru, presented by Javier Luque, Education Specialist, World Bank.
The purpose of the conference is to convene a specific group of development officials and experts with experience and specialization in education policy to examine the education situation in Bolivia and Peru, analyze current challenges and discuss policy options that may contribute to improving education outcomes within these two countries.
This is a great opportunity to interact with specialists that have unique expertise in policy-making. A roundtable discussion and Q&A period will follow the presentations. The conference will also serve as a venue to share knowledge and provide practical and tangible support to the development of new and effective policies.

Human Rights in Colombia: Experience, Advances and Challenges
With Adriana Mejía,
Deputy Minister for Multilateral Affairs at the Ministry of Foreign Affairs of Colombia

Ms. Mejía will talk about the process of self-reflection, self-assessment, and self-criticism that the Colombian Government has pursued in order to identify barriers and challenges to the State’s capacity to safeguard the full enjoyment of human rights. In doing so, Colombia has chosen to engage in a decisive manner in the strengthening of its own institutions, as well as in the building of the United Nations System on Human Rights, particularly of the Universal Periodic Review (UPR). This presentation will draw upon the transformation Colombia has achieved in recent years and on the lessons learned along the way.
Ms. Mejía is currently Deputy Minister for Multilateral Affairs at the Ministry of Foreign Affairs of Colombia, where she is responsible for areas such as international security; human rights; economic, environmental and social issues, and international cooperation.

Human Rights NGOs in the Americas
on the occasion of the visit of Humberto Prado,
Director of the Venezuelan Prison Observatory
FOCAL Board Room
Foreign Affairs and International Trade Canada (DFAIT) is sponsoring Humberto Prado's visit to Canada in light of his Human Rights Award win for the work he has done for Venezuelan prisons.
Mr. Prado was invited to be a prison director after finishing his law studies. A former prisoner, he observed that the security personnel within the prison was corrupt. He played a large role in the overhaul of the prison system including training programs for guards to reduce corruption and prison violence, as well as retraining prisoners for reintegration into society.
In September 2002, Mr. Prado organized a group to create the Venezuelan Prison Observatory using his family's savings. The group has become one of the most prominent defenders of human rights in Venezuela. |

Peter Hakim is currently the president of the Inter-American Dialogue, a centre for policy analysis and exchange on Western Hemisphere affairs based in Washington. He writes and speaks on hemispheric issues and has testified more than a dozen times before Congress. He has written articles for Foreign Affairs, Foreign Policy, the Financial Times, the New York Times and the Washington Post, among others. He has taught at MIT and Columbia University and has served on boards and advisory committees for Human Rights Watch, the Inter-American Development Bank and the World Bank.
Michael Shifter is currently the vice-president for policy and is the director of the Andean program at the Inter-American Dialogue. He has been an adjunct professor of Latin American politics at Georgetown University's School of Foreign Service since 1993. He has written for Foreign Affairs, Foreign Policy, Harvard International Review and the New York Times, among others. Since 1996 he has testified before Congress about U.S. policy toward Latin America and is the co-editor of Constructing Democratic Governance in Latin America.

First Seminar Series on Migration and Development
When: The first seminar will be held Thursday, Feb. 11, 2010 from 10:30 a.m. to 11:30 at the Canadian Foundation for the Americas, located at 1 Nicholas St., Suite 720 Ottawa, Ontario.
The seminar will focus on the question “Linking Migration and Public Policy: Why Does It Matter?” Guest speakers from London’s Institute for Public Policy Research (IPPR), will be presenting by videoconference:
Laura Chappell is a Senior Research Fellow at IPPR. Since 2006, she has authored and edited a number of publications on migration and development and the economics of migration to the UK, both for IPPR and for organisations such as the OECD and UNDP. Previously Laura worked as an ODI Fellow at the Pacific Islands Forum Secretariat in Fiji and for the Liberal Democrat Policy and Research Unit on Treasury issues. Laura holds an MSc with Distinction in Development Economics from the School of Oriental and African Studies, and a BA in Philosophy, Politics and Economics from the University of Oxford.
Alex Glennie is a Research Fellow at IPPR, where she has worked on a range of international and security issues since 2006. During this time, she has served on the Secretariat of IPPR's Commission on National Security in the 21st Century, contributed to a programme of research on migration and development and has led the Institute’s work on political Islam in the Middle East and North Africa. Prior to this she worked at AccountAbility, an international NGO committed to promoting accountability for sustainable development. Alex holds an MA in International Studies and Diplomacy from the School of Oriental and African Studies, and a BA honours degree in International History from the London School of Economics.
The new initiative aims to share expertise and good practice on migration and development management with stakeholder groups in Canada (including government, development practitioners, Diasporas and civil society) through a series of dynamic video conferences between January and August 2010.

Arturo Lopez-Levy is a lecturer and a doctoral candidate at the Josef Korbel School of International Studies of the University of Denver. He has Master Degrees in Economics from Carleton University (1997) and in International Affairs from Columbia University (2003). His undergraduate work was at the Instituto Superior de Relaciones Internacionales, Havana. Mr Lopez-Levy has worked as a consultant on Cuba for the Economist, Conde Naste Traveller and the American Jewish Joint Distribution Committee. He also has worked as graduate assistant at the Carter Center (2005) and the Inter-American Dialogue (2004). Earlier on, he was a political analyst in the Ministry of the Interior, Government of Cuba. Currently Lopez-Levy is a fellow at the Taiwan Foundation for Democracy.

Daniel Erikson is the senior associate for U.S. policy and director of Caribbean programs at the Inter-American Dialogue. He is a frequent commentator in the U.S. and international media and has written extensively on Cuba, the Caribbean and Latin America. Erikson has taught Latin American politics at Johns Hopkins-SAIS, and has testified before the U.S. Congress. His past positions include research associate at Harvard Business School and Fulbright scholar in U.S.-Mexican business relations. He earned a Masters in Public Policy as a Dean’s Fellow at Harvard’s Kennedy School of Government and a BA from Brown University.
Foreign Affairs magazine has praised The Cuba Wars as a “fresh, astute, and compassionate exploration of the past two decades of U.S.-Cuban relations," and Current History said it was “the most important book on Cuba in a generation.”
