Canadian engagement in Haiti: Contemplating a 3-D Approach, November 4, 2005

A one-day conference at Laurier University to convene experts from the US and Canada to reflect on the past and on the way forward for Canadian engagement in Haiti. How should the form, nature and aims of Canada's intervention be adapted? Will the "3-D approach" outlined in the International Policy Statement bring something new to the mix? How will the 3-D approach need to be adjusted for Haiti. FOCAL Senior Advisor Carlo Dade will speak on the "Role of the Diaspora and the Private Sector in Rebuilding Haiti."

Conférence de Montréal avec la Diaspora Haïtienne, Montréal, 10-11 Décembre 2004

A two-day meeting convened by Foreign Affairs Canada and the Canadian International Development Agency and organized by FOCAL to examine the role of the Haitian Diaspora in supporting the Interim Cooperation Framework for Haiti. Canada and the Challenge of Post-Conflict Policing, April 30, 2004

FOCAL Senior Analyst Judy Meltzer participated in a workshop on Canada and the Challenge of Post-Conflict Policing, held at the Canadian Police College. The event was jointly organized by the Centre for International and Security Studies, and the Nathanson Centre for the Study of Organized Crime and Corruption at York University. Panels addressed current Canadian policies and practices through the Canadian Police Arrangement (CPA); lessons from the field regarding policing and human security in post-conflict zones: lessons from the field; and how to enhance international capacities for effective post-conflict police assistance. There was significant focus on the current policing and security challenges in Haiti, and maximizing Canadian engagement in this regard. Participants included a mix of experts from government, police, academia and civil society.

Presentation at the Standing Committee on Foreign Affairs and International Trade, April 1, 2004

FOCAL's Chair John Grahm and Senior Advisor Carlo Dade briefed the House of Commons Foreign Affairs Committee on the current situation in Haiti and policy options for Canadian involvement. The briefing reviewed Canadian national interests in Haiti and discussed the importance of Canadian involvement in Haiti for the Canada-US relationship. A member of the committee requested FOCAL to prepare a short brief on international mechanisms for overseeing peace keeping and nation building in Haiti.

Roundtable and Open Discussion on the Political Crisis in Haiti, February 24, 2004

FOCAL, in collaboration with Carleton University's Program for Latin American & Caribbean Studies (PLACS), and the Centre d'analyse des langues et des litteratures francaises des Ameriques (CALIFA) hosted a roundtable and open discussion on the Political Crisis in Haiti. Presentations were made by Franz Voltaire, Director, Centre international de documentation et d'information Haïtienne Caraïbéenne et Afro-Canadienne (CIDIHCA); and Dr. Jean Baptiste Mario Samedy, Professor of Sociology at the University of Ottawa. Questions and discussion were moderated by Alvina Ruprecht of Carleton University.

2002

Information Session on the Situation of Haitian Migrants in the Dominican Republic, July 11, 2002

FOCAL hosted Dr. Rubén Silié, Director of the Facultad Latinoamericana de Ciencias Sociales (FLACSO) in the Dominican Republic. Dr. Silié spoke to the issue of Haitian migration into the Dominican Republic in an information session held in Ottawa. Participants at the event included: H.E. Eduardo Fernández, Ambassor of the Dominican Republic to Canada; H.E. Renaud Bernardin, Ambassador of Haiti to Canada; John Graham, Chair of FOCAL’s Board of Directors; government officials from the Department of Foreign Affairs and International Trade (DFAIT), the Canadian Agency for International Development (CIDA), and representatives of local NGOs, such as Action Canada for Population and Development (ACPD) and the Comité québécois pour la reconnaissance des droits des travailleurs haïtiens en République dominicaine (CQRDTHRD).

During the two-hour event, Dr. Silié discussed the situation of Haitian migrants in the Dominican Republic from a historical perspective bringing the audience up to date about current political developments on this island shared by two nations.

XXXII General Assembly of the Organization of American States (OAS) in Bridgetown, Barbados, June 2-4, 2002

FOCAL attended the XXXII GA of the OAS, as an accredited civil society organization. Through its special guest status, John Graham, the Chair of FOCAL and Sharon O'Regan, Deputy Director, gained access to sessions of both the OAS General Committee and the General Assembly. The agenda focused on three themes: Multi- Dimensional Approach to Hemispheric Security; Follow-up and Development of the Inter-American Democratic Charter; OAS, Democracy, and Trade." 2001

FOCAL Attends Latin American Studies Association XXIII International Congress, Washington D.C., September 6-8, 2001

Cristina Warren, José Zaragoza, and Judy Meltzer attended the Latin American Studies Association (LASA) 23rd Annual International Congress, held September 6-8, 2001, in Washington D.C. LASA is the largest professional association of scholars and institutions studying Latin America. Its primary mandate is to promote teaching, training, and research in Latin American studies, and provide a forum for sharing common interests. More information on LASA is available at: http://lasa.international.pitt.edu/. FOCAL analysts attended numerous thematic and country-focused panels, including those on Cuba, Colombia, and Haiti, with cross-cutting themes of democracy, international relations, environment and development, politics and public policy. The congress provided an excellent opportunity to learn about current and emerging areas of research, and to exchange ideas with academics and practitioners from Canada, the United States, and Latin America.

Gouvernance et maintien de la paix en Haïti; le cas de l'appui aux forces de l'ordre Montréal, le 15 et 16 mars

Jose Zaragoza attended the Gouvernance et maintien de la Paix en Haïti; le cas de l'appui aux forces de l'ordre conference organised by the École nationale d'administration publique de l'Université du Québec in Montreal. The Lester B. Pearson Canadian International Peacekeeping Training Centre and the Canadian International Development Agency (CIDA) funded the event. The March 15-16 conference featured presentations by field experts who have been active in the various UN peacekeeping missions in Haiti since 1990. Interesting discussion sessions followed these presentations, which analyzed the progress achieved through both security and political perspectives.
