Labour Mobility and Trade in the Americas: Current Frameworks and Socio-economic Implications

Cross-border labour mobility provisions in trade agreements—particularly for the “highly skilled” worker—have slowly found their way into trade negotiations around the globe. The Americas region, with which Canada has recently launched a new re-engagement strategy, is no exception. Yet the socio-economic and gender implications of liberalizing such temporary migration are as yet uncertain. Using a case study approach, this paper examines whether or not such implications of temporary mobility are being addressed in trade agreements, and if so, to what extent. As this is an under-researched field, the author hopes to contribute to further discussion and debate on the merits of proactively addressing social issues in trade regimes.

The Canadian Foundation for the Americas (FOCAL) organized two workshops during February 2008 on Economic Opportunities & Indigenous Development. These workshops were organized with the objective of bringing the private and public sectors together with representatives from indigenous communities to dialogue on the pressing need to strengthen governance surrounding mining activities and to build local capacity for development plans aimed at sustainable communities. The current policy document has been written with the aim of complementing the conclusions and recommendations from the Corporate Social Responsibility (CSR) roundtable process that occurred in 2007, in Canada, with information and perspectives gathered during the workshops organized by FOCAL in Peru and Guatemala, in 2008.

Cada uno de los actores involucrados en las actividades mineras (gobierno-comunidad-empresa) tiene sus perspectivas y utiliza diferentes herramientas según su propia visión de desarrollo.
